Application Manager is missing or damaged

Hello. I've installed Adobe Premiere Elements 12 on my computer and I keep getting the "Application Manager is missing or damaged" error. I've installed the manager several times and it still won't open. I've contacted Adobe's support three times and problem isn't solved. I've tried almost everything and I can't seem to solve the problem. Any suggestions?

    PwnThaMan which operating system are you using?  So that you are not offered repeat solutions what steps have you tried so far exactly?

    I am using Windows 7.   

    I have tried using the hidden administrator account
    I have uninstalled premiere and the manager several times

    I have tried changing the security and permission settings

    I have googled this issue several times but all the solutions I found have not worked for me.

    PwnThaMan the Adobe Application Manager is related to the licensing system.  Have you tried running the CC Cleaner Tool?  Please see Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6 - http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html for information on the use of the cleaner tool.

    Also do you have a case number from your interaction with our support team that I can review?
