Apps Tab will not show in CC App

We have a set of users who have old versions (adobe CC 2015) of Adobe programs on their computer. We updated their Adobe CC applikation to download the new software updates. But when they open the adobe CC desktop applikation, the Apps tab is missing.

If you click the "install apps" from the Home tab in the adobe desktop app, it does nothing. Without the apps tab, they cannot download the updates, uninstall software etc.

We tried:

Re-installing adobe cc desktop app

Repairing an installed application

Check firewalls traffic

Logging into the Adobe catalog portal and choosing to download from there. (It oppens the adobe cc desktop app but nothing else happens.)
