Apps won't install to second drive

Question

I'm trying to install my apps on a second drive as the main drive doesn't have enough space.

I already uninstalled all apps and uninstalled creative cloud. I have creative cloud preferences set up to install on the second drive AND windows settings are set to install all programs and downloads on second drive.

And yet still when installing apps from creative cloud the storage space depletes on the main drive until running out and can't finish installing.

The space goes down on both main and second drives

how much open space is available on your main drive after installing the cc desktop app (which must be installed on your os drive)?

in addition, while apps can and are installed on a secondary drive, some app files are still installed on the main/os drive.
