Assistance with which adobe program to use to draw a map

Hi Everyone,

I am wanting to create a simple yet professional looking 'mud map' where I can display a development site & its proximity to major roads/services/shops etc.

Which Adobe program would be best suited & how do I go about doing it? 

I have attached an example to show what I am aiming for...
