I fully understand the nature of the payment plan (but thanks no less for your patience).
I want to switch form paying monthly to paying annually (I understand my contract is annual).
An early termination penalty seems somewhat outrageous considering I'm not actually terminating early. Not only am I continuing my custom, I'm offering to pay for one year in advance. Furthermore, switching from paying monthly to paying annually would actually extend my contract by three months.
Is it not in Adobe's interest to secure payment for a year in advance rather than on a monthly basis? Is it not in Adobe's interest to extend my contract? In any industry, is it not poor practice to penalize customers that offer to pay in advance?
This seems more like an unnecessarily rigid billing system limitation. Simply put, Adobe should be able to systematically allow monthly payers to seamlessly switch to annual payment.

When is the best time to switch from paying monthly to paying annually? Given that I don't want to pay a termination penalty simply to pay Adobe in advance, must I wait until my current contract ends in October 2017?
i know it sounds reasonable, but i'm not sure adobe will see it that way. usually the procedure to change plans, is to terminate one and then start another.
to do both simultaneously so you don't get a penality (if that's possible) would require help from adobe support.
