Big Sur 11.2.3 issue "Do not have permission to open the application"

Longtime listener, first time caller ....

New MacbookPro and I just updated to Big Sur 1.2.3 as well as updated Premiere Pro to its latest version (2021) and now my projects that are in progress cannot open be opened for editing I get a warning that says, "You do not have permission to open the application Adobe Premiere Pro 2019" and tells me to "

Contact your computer or network administrator for assistance" and now no clue what to do. Interestingly, I can open the project that I just created IF I do it through the Premiere Pro app. I can't open a saved version from a drive.
