Blank libraries panel in every CC app

Hello everybody, recently my libraries panel stopped working and I can't figure out why. I tried to uninstall everything using windows uninstall and Adobe CC cleaning tool but I had no results. It always says %DL_LIBRARIES_PANEL_NAME with a blank page below in every app. What can I do?
