Bug: Entering Numbers Comma vs Dot

I'm posting this in Adobe CC because there is a major inconsistency in the way you are allowed to enter Numbers in: (AI, PS, ID, AE)

AI: 0[DOT]25 = 25 and 0[Comma]25 = 0[Comma]25

ID: 0[DOT]25 = 0[Comma]25 and 0[Comma]25 = 0[Comma]25

PS: 0[DOT]25 = Invalid Numeric Entry and 0[Comma]25 = 0[Comma]25

AE: Same as AI

I know there is a System preference in Language and Region to define/change this but since it is so inconsistent changing it would not help. Plus there would other problems e.g. I work with a German Keyboard (Numpad has a [Comma]) but with a English UI for my Computer + Adobe.

For me there is no reason at all to differentiate the input of a COMMA or a DOT because you always want to enter a decimal number. Non of the Application supports grouping for Numbers like 1.000,25.

I hope this will get fixed soon
