Buying Photoshop

Hi guys. New here and want to buy Photoshop. The monthly plan for Photoshop is 236 NOK.
However, its a package including Photoshop, Lightroom and Lightroom Classic for only117 NOK a month. Im not interested in the Lightroom ones but to my suprise its cheaper than buying Photoshop alone. So my question is can someone confirm this? Are the 3 program package on sale or something? Or is the Photoshop maybe inferior in some way since its much cheaper in the package plan?
