Camera Raw 9.8 files won't download

The Camera Raw 9.8 package installer for Mac on this page:

Camera Raw installer for Adobe Photoshop CC and CS6

will not download.  It either drops the connection (Safari) or indicates it has completed but the file is corrupted and incomplete (Chrome).  I've tried from several different machines at different locations, and even running different versions of macOS.  Coincidentally (or not) Adobe Remote Update Manager won't install the update either.

If anyone can download the Mac installer package for 9.8, please put it in Dropbox or somewhere that I can get it, because nothing I have tried has worked.  I even chatted with Adobe Support and they couldn't download it either and said they would escalate it to another support group.  However, it is still broken.

    but i recommend you keep restarting from adobe.com when you lose connection.
