I have 3 computers.  One is a new purchase (on its way to my house), one is located at my office and the 3rd is the one I'm using now and is a back up computer.  I wanted to be able to install it on this one to play with and the others for the regular use but don't want to lose being able to put it on my new computer..

    No it can't be.

Deactivate from any other computer and then activate on 3rd machine.

You can follow this cycle as long as you want but you cannot de-activate the product continuously, there has to be 72 hrs of gap between consecutive de-activation.

For the relatively small cost involved - and the inconvenience involved in repeatedly activating and deactivating - I suggest that you consider buying another copy of Elements for the 3rd computer.
