you can't install the full ps on a mobile like an ipad because it doesn't have a full os.  there's no license issue and you can install photoshop for mobile (eg, ps fix and ps mx - Photoshop family of mobile apps )

Thank you for the response. As my understanding, Adobe will release the full version of PS for iPad (per Apple keynote) some time later. Does that new full version have license issue?
