Can Lightroom cc 2015 install on Windows 10 32bit processor?

I'm having most difficult time trying to install Lightroom cc 2015.3

I'm a first time User to Adobe Creative Cloud. I paid for the Plan on a monthly basis. Once payment was accepted, I was launched into an Adobe Display where it showed me the steps that we going to take place. Firstly the Adobe Creative Cloud App was installed on my desktop. Once that completed it launched into loading Lightroom. The Adobe rendered page showed Lightroom cc 2015 however Lightroom 5 installed. I already have a fully paid for licence way back when for Lightroom 5. Why is Lightroom 5 even in the equation here. I installed Photoshop cc 2015 and this failed; exit code 6 exit code 7. I then did a CHAT with Abobe. I never got an answer as to why Lightroom 5 installed and not Lightroom cc 2015.

Looking at the issue in detail, there was something wrong with Microsoft Visual C++ Redistribution Package. This I repaired and Photoshop cc 2015 reinstalled okay. Going back to Adobe website, I try to download Lightroom cc 2015 to no avail. I get a rendered page that Lightroom is downloading but no evidence that it actually is. Just a dead display.

I also never got an answer to the 32bit versus 64bit processor from the CHAT. The tech wanted remote access to my computer of which I denied. I've had previous bad experience with allowing another tech remote access. Consider me paranoid.

So maybe the Community can help me with this situation. If it turns out to be a 32bit issue, how to bail out of the monthly fee?
