Please refer to Photoshop’s current system requirements.

    https://helpx.adobe.com/photoshop/desktop/get-started/technical-requirements-installation/adobe-photoshop-on-desktop-technical-requirements.html

If your device can’t support the product’s basic technical requirements, you won’t be able to use it.

Sorry you're having this issue. First, try signing out of the Adobe Creative Cloud app and signing back in. If that doesn't help, restart your computer and check if Photoshop appears in your Apps list. Also, make sure your subscription is active and Creative Cloud is updated to the latest version.

@CB Photographics Unfortunately you haven't given us no detailed infos about your issue and any information about your system. Therefore, all proposed solutions are a look into the crystal ball.

What do you mean with open or download?

Do you have installed Photoshop? If yes, does this work inthe past and what has been changed on your system before the error occur?

Make sure the your system matches the system requirements. Adobe Photoshop on desktop technical requirements | Photoshop

Try a reset of the CC app. To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:

    Win: Ctrl + Alt + R
    Mac: Cmd + Opt + R

If that fails, try to repair

If this doesn't help go uninstall/reinstall per the link above
