ACR 13.2 is 'current' and available only to Subscribers with Photoshop. Do you subscribe?

ACR is a plugin and only works with Photoshop. It also updates automatically when you update Photoshop with the Creative Cloud Desktop App.

and go to adobe/photoshop/cameraraw/
