can't connect to abode severs, error 12175

hi

i have photoshop elements 13

when i tried to update from photoshop (help-update) i get that there are no new updates.

my software is from 2015 so there are many updates i missed.

when i tried from adobe apllication manager i ger error 12175 saying i am not connected to the intenet ( i do, i dont know why i get this error)

please help

one more thing to add, when i tried to logout (help- logout) i get "please connect to the internet and retry"

my system time is correct.

please please help
