Can't download apps on Creative Cloud - Error 119

I'm trying to install the free trials for some apps, (Photoshop, Premiere, After Effects) and when I try to download it I get this error message.

Exit Code: 119

FATAL: Fatal Error '119' occurred while download

FATAL: Error occurred in download of package (Name: AdobeColorNA_Recommended_1_0-mul Version: 1.0.12). Error code: '119'

I've done everything I can, restart Creative Cloud, uninstall/reinstall, used the CC cleaner tool, checked firewall and Internet settings, restart PC, and looked everywhere online for a solution. I would real appreciate if someone could help me out here. I'm on Windows 10 Pro with a Xeon E3 1231 CPU, 16GB RAM, and GTX 960 video card. Thanks.

uninstall everything cc including the cc desktop app, Uninstall the Adobe Creative Cloud desktop application

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

run ccleaner, CCleaner - Free Download - Piriform

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your cc programs/trials

I did these steps exactly how you listed them and I still get the same error message.
