Can't download Creative Cloud desktop app to PC

Hi Everyone,

I'm new to Adobe apps, so please excuse any awkward wording. I'm trying to install the Creative Cloud app to download Photoshop, but I keep getting an error message telling me that "Adobe Creative Cloud is needed to resolve this problem" and that the app is "missing or damaged". There's a repair button, but each time I've pressed it, it does nothing. I've also tried uninstalling and redownloading the app. There's no error code or anything. My computer is up to date, and my Adobe account is brand new. I don't understand what's wrong with the app. I've attached a photo of the error message for clarity.
