Can't download creative cloud or anything Adobe?

Hello. I'm in a bit of a frustrating situation.

I've got a Windows 7 laptop that's a couple years old and I'm trying my best to download some adobe stuff.

When I open the creative cloud launcher, the browser page, folder, ect, whatever I'm in flashes for around 10-15 seconds (think of how the top part looks a little different when you click off and on it, imagine that but like, really fast.) It's hard to describe, I'll have to take a video of it.

Once that's over, upon checking the task manager the program appeared to launch over thirty times. These close themselves over the next couple minutes.

I've tried this many different ways and I've been met with the same result.

Then I tried to install photoshop, given up on the cloud. The launcher runs but every time I'm met with error P1.

I'm at a complete loss at this point.. this is so frustrating.

If anyone knows what the heck is going on that would be great.

apply all possible steps:

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

use the desktop app to install your cc programs/trials
