Can't download Photoshop purchase. Help!

I just purchased Photoshop subscription edition and I want to download the application, but when I go to login to Creative Cloud, I get this message "You are not eligible to use Creative Cloud services due to the Service Eligibility Requirements". What can I do to download my purchase? I've already tried changing my password, but I still can't access the download.
