Can't get elements 13 to run on Windows 10; getting a default notice advising that a machine restart may be pending

Hi. I am running windows 10. I have purchased elements 13 and cant get it to run. I keep getting a default notice advising that a machine restart may be pending. It is recommended that you quit the installer, restart your machine and try installation again' I have done this several times but cant get it to download. I have pressed the 'ignore' button but it still wont install. Please help. Thanks in advance. David
