Can't get PS Elements 12 to install, despite hours online trying to solve the problem

I received PSE 12, in disc form, as a gift recently. Because my laptop (PC running Windows 😎 does not have a disc drive, I went online in search of an easy way to download PSE 12 from the web instead. Apparently, THERE IS NO EASY WAY...or, in my case, no way at all. After spending several hours online with two different Adobe chat "support" people on two different days, I still am unable to install PSE 12. I keep getting errors and stalling in various places throughout the process. And the "support" person who I chatted with earlier today ended the chat session before we even got close to resolving the problem. This is my first time purchasing an Adobe product and I have been EXTREMELY dissatisfied with the experience thus far.

Does anyone have any advice on the step-by-step process for getting PSE 12 installed on a PC?

Thank you.

    1.  download the installation file, http://www.adobe.com/cfusion/tdrc/index.cfm?product=photoshop_elements

    2.  install and activate with your serial number.

Thank you, but I have tried that six times now and have run into a problem each time. This time, this error message appears in the Adobe Download Assistant progress window: "Error extracting the product installer (error 101). Check for available disk space on your system and try downloading the product again." There should not be a disk space problem on my computer; I've only had it for a couple of weeks and have not installed anything else (aside from my 9 million attempts at installing Photoshop).

if you follow all 7 steps, you can download a trial via one of the links on this page using a browser that accepts cookies:  http://prodesigntools.com/photoshop-elements-12-direct-download-links-premiere.html

and activate with your serial number.

if you have a download problem, you didn't follow all 7 steps.  typically, failure to meticulously follow steps 1,2 and/or 3 is the problem, but your browser must also allow cookies so that's (a restrictive browser setting) another potential source of problems.
