Can't get tools to install

I was using Photoshop 5 on my Windows 7 home premium laptop and it worked fine.  Now in trying to install the disks on my new desktop with Windows 8.1, I can't get the second disk which contains the content to install.  I had the geek squad from Best Buy try it and they said to contact Adobe because it appears it's a pdf file.  In any case, they couldn't get the second disk to install either.  So I have Photoshop, but am missing many of the tools and who knows what else.  Any help would be appreciated.
