Can't install Adobe Apps included Creative Cloud, why?

It keeps tell me that im not connected to any Internet Provider when i am, tried to clear my pc with CCleaner, tried to stop the Antivirus, add an exception to the .exe file, tried to launch it as adminsitrator, tried to change compatibility, tried to mvoe from a directory to another, tried everything and still don't work.
