When trying to install Adobe illustrator I get this message.

Does this mean I need an entirely new computer? (Yeah I know it isn't the best).

Windows 8.1
Intel Core i5
Intel HD Graphics 4400, up to 1792 MB Dynamic Video Memory
6 GB DDR3 L Memory
500 GB HDD
Before I throw in the towel and head out to get a new computer, I just want to make sure there's no possibility of installing (an older version of) Illustrator.
When I click on 'try again' to download I get nothing. Seems like it's trying but can't.
Sounds like you might have some connection issues or not enough free HD space to install.
