Can't install After Effects

I just recently reinstalled my OS (Windows 10) and i was installing the creative cloud apps, no problems there, except for AfterEffects. When attempting to install i just get an error:

Exit Code: 176

-------------------------------------- Summary --------------------------------------

- 2 fatal error(s), 0 error(s), 0 warnings(s)

FATAL: Can't install to a network location

FATAL: Error occured in install product workflow with error code 176 error message

-------------------------------------------------------------------------------------

I have not changed the default install location and do not have any network drives mapped to my computer to start with. I have plenty of room on my C drive. I changed the install location to my second hard drive and again all the programs but After effects. I tried installing using the offline installer as suggested on another post but that gets me another error 182. I uninstalled everything and used the Adobe Creative Cloud Cleaner tool, then i reinstalled everything and still After effects give me the same error. I'm thinking perhaps something to do with the Registry but i don't know too much about that.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
