Can't install CC update, can't uninstall CC or PS

I cancelled my subscription a couple of months ago during a lull in photography work, but in anticipation of work to come tried to resubscribe, first by updating CC.  That went well up to the 90% mark at which point the updater stopped working. 

Consulted the FAQ and community here and tried uninstalling everything, including using the CC Cleaner Tool. Successfully removed Lightroom, but still cannot remove CC or PS.  Have tried removing through the Control Panel, to no avail.  When I try uninstalling CC, nothing happens.  When I try uninstalling PS, a CC update launches. 

I assume at this point I need to remove everything and start over -- but how do I do that?
