Can't install creative cloud or photoshop 2020

Question

I have elements 12 on my mac mini and i think it's interfering.  I can't uninstall it because the uninstaller is old and needs to be updated but I can't find an update.  Is there a manual way to uninstall?

Assume you're running macOS Catalina. The Elements 12 installer/uninstaller is 32 bit and will not run on Catalina.

Try the Creative Cloud Cleaner Tool (applies to Elements too)
