Can't install or uninstall creative cloud

Question

Insanely frustrated right now. Had the trial version of adobe creative cloud with premiere 2 years ago, stopped it. In college now and am using the student subcription. I try to open creative cloud, it doesn't open, no matter how many times I try. It says it needs to be repaired, that doesn't work. I try to unistall and reinstall. Doesn't work either, nothing happens. How the hell do I get rid of this and do a clean install?

Moved from Adobe Creative Cloud to Creative Cloud Download & Install.

Assuming:

a) your computer meets the minimum system requirements to run Creative Cloud desktop app + Premier Pro + all other apps & services, and b) you have full administrative level permissions to install and uninstall software,

Use the Adobe CC Cleaner tool to remove all versions from your system followed by a fresh re-install.
