Can't install Photoshop Elements 13 on my HP laptop

Question

I just purchased Photoshop Elements 13. It is important to me that I can use the program on my desktop and laptop, both are HP and have Windows 8.1. The retailer (who sold me the computers previously) assured me I could and there would be no problem. But there is a problem .... my laptop doesn't have a CD drive and that's what's in the box, a CD. No instructions on how to download the program from website.

Q- Can I download the program from the website onto my laptop? If so, how?

I have already paid for it.
