Can´t log in to older version of PSE (version 16)

You may only download direct from Adobe if you originally purchased a download from Adobe

When you do have a download, be sure to copy it to at least one external device
-a usb flash drive or hard drive, or write to a DVD
-plus a text file containing your serial number

If you purchased PSE through Adobe, there should be a link in your Account that lets you download it again. 

Log in to account.adobe.com, click Order History, then click the link under the Order#, then click Downloads and serial numbers. You should be able to redownload your install files from there.
