Can't manage my apps, need it admin permission

Can't download my apps because the 'can't manage apps' error keeps happening. I also don't have the Configs/Serviceconfig.xml folder and I've tried uninstalling everything and used the clean up tool and still doesnt work. Anyone can help?

Do you have a Teams or Enterprise plan?

If yes, talk to your IT dept admin.
