Can't reinstall photoshop elements 2.0 on fresh install of Windows XP pro

Had the program on previous Windows xp pro sp3 running perfectly, but had to install a new drive, fresh install of Windows XP Pro sp3  and try to reinstall all my favorite programs including the above.  Yes, I know it is very old, but I like the way it works.

When I try to install, I click on "setup.exe" and nothing happens except a few short flashes of the hard drive light on the front of the computer. No error messages.

Setup shows up in the task manager, but no activity.  The Windows Installer Manager is set to Automatic, but doesn't turn on.  I manually start it, but still no Joy.

The setup.exe Properties shows a very old version of 32 bit installer ver. 5.52.164.0 by InstallShield Software Corporation.

    no  warning messages.  but i found a workaround.  i reloaded winxp sp1, and it installed with no problem, then i installed sp3.

    Mitchdarth do you receive any specific error messages?  Is there any reported errors within your event log?
