Can't update/uninstall applications, can't install plugins

Whenever I try to update an application or install a plugin I get this error message:

I have tried uninstalling the applications so I can uninstall and re-install Creative Cloud, but this message also appears when I try to do that.

I also can't install Adobe Creative Cloud Cleaner tool as I get the same error message.

Thanks! I fixed it by changing the windows sound scheme back to Windows Default for anyone with the same issue.
