can't update Win 7 Illustrator CC (2014) to 18.1.0

I noticed the Curvature tool was missing from my Windows 7 Illustrator CC (2014) [64-bit], so I talked to a support person  who told me that that was included in the 8.1.0 update. I checked my version and it was 8.0.0 even though the Creative Cloud app showed that Illustrator was up-to-date. I tried uninstalling and reinstalling the application twice to no avail. The Curvature tool seems cool and I'd like to use it, so this is frustrating. I have another copy of CC on my Mac and was able to update it successfully.
