Cancelled renewal of annual CC subscription, want just Photoshop?

I cancelled my annual CC subscription, assuming I could just let it run out and start a new one with a single app, Photoshop.
I followed what it said to do about cancelling when I got the email about my CC subscription renewal, and now it's past the date.
Everytime I try to buy a subscription of photoshop, it still says I already have it, and the CC subscription is still on my account, with no options to do anything but look at it. Photoshop still opens, but it has a message about the fee for the CC not being paid. I just wanted to cancel and start a new subscription of just photoshop, and I'm frustrated that it wasn't clearer in the first place.

So what can I do now?
