Cannot access this app on my PC?

I am running Windows 10 2004 OS build 19041.685.  Previously I have been able to use Premiere Rush, however I was having issues to uninstalled.

Now after re-install Creative Cloud is telling me my system is incompatible and I need to update my OS?.. My OS is toally updated?

What is going on?

    Version 2004 is not the current version of Windows
