I have CS5 and am taking classes in HTML using Dreamweaver CC. I purchased a new laptop and tried to deactivate on the old one.  I kept getting a message to connect to the internet and click continue.  I had a connection but the message repeated.  I uninstalled on the old laptop and installed on the new machine.  I have CS5 on two machines, a laptop and my desktop. This deactivate problem is on both PCs. I am looking to get Dreamweaver CC but I want to use the other programs on CS5 as I cannot afford the complete package. Which operating system do you have?

IMPORTANT FOR MAC USERS:  Creative Suite installers won't work on Sierra or higher. You need to use a terminal workaround.

Creative Suite is too old for Catalina. It will never work.

You sound like you are having a similar activation issue with a simialr version of CS 5, where the activation software says there is no internet connection, so is not able to work. We are discusssing this at https://community.adobe.com/t5/get-started/how-to-activate-cs5-5-offline/m-p/10788046  . Adobe hasn't been able to come up with a solution yet . It seems to be affecting people within the last month. I would suggest contacting Abobe support and also mentioning this post at https://community.adobe.com/t5/get-started/how-to-activate-cs5-5-offline/m-p/10788046 to see if it related to the problem your are having.
