Cannot Downgrade Adobe CC plan HELP!!

Hi all, 

I desperately need to downgrade my full CC plan of $75 month to the Photography plan of $15 month. I cannot afford $75. 

I do all the steps and press the confirm button and NOTHING happens!!! I just get a red error message saying "sorry cant do that right now, try later". 

I went to cancel my plan altogether (to just start fresh) but then I will get wacked with an early termination fee of over $400??

I have never had these issues before and contacting Adobe is as easy as finding a needle in a haystack. 

PLEASE HELP!!!.
