Cannot install apps on 2013 Mac running 10.15.7

I have creative cloud on my Mac and was forced to uninstall my previous versions of the Adobe applications, but now the Creative Cloud application doesn't even show most of my applications as available, and when I try to install them from the webpage the Creative Cloud app opens and then goes to the Updates page of the application which is blank.

I would very much like to install Illustrator again.

first, reset the cc app:

to reset the cc desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, do a clean cc install following each applicable step:

uninstall every cc app, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app using the correct installer for your os, Uninstall the Adobe Creative Cloud desktop application
use the desktop app to install your cc programs/trials
