Cannot install apps or update Creative Cloud

Hey everyone, I need some help. I was trying to download Adobe Photoshop and Adobe Premiere Pro. For some reason, I wasn't able to install neither of them and got this error message.

For some reason, other apps like photoshop express and media encoder were able to install but Photoshop and Premiere Pro were able to install so if anyone could help, I'd appericate it.

restart your computer

close your cc desktop app

start your cc desktop app as admin (right click the exe and click run as admin)

retry installing

I've done all of that, even deleted Creative Cloud several times and it still gives me the same error.
