Cannot install Premier Elements 2019 upgrade

Question

I am trying to upgrade from Premiere Elements 11 to 2019. I have tried download, I have tried downloading the zip file, I have been on line to support for over 4 hours. Support told me there was a technical problem and cancelled my upgrade and issued me a refund. I have bought the DVD from Amazon - same problem.

When I run setup.exe, the rectangular installation box appears but the options for language etc do not show. It just sits there.

Has anybody else had the same problem?

I have treied this from my account on the PC - from the administrator's account and run as administrator.

Adobe customer care is just a joke. It seems they really don't care.

OK - I am only a very small business but I would like to buy their product. At the moment, I can't as it just won't work.

Hi Lydbury,As you have mentioned you are unable to install Photoshop Elements 2019 on your machine as the installer window stays blank and you are unable to select an option to move forward with the installation.Thank you so much for sharing the steps you have already tried. Since you have tried with the inbuild Admin account but it failed, I would recommend manually creating a new admin user account on your machine by following the steps given here: https://support.microsoft.com/en-us/help/4026923/windows-10-create-a-local-user-or-administrator-account, and try the installation in this account.Let us know if this helps.
