Cannot install test version of photoshop. Please Help.

Hello, I have downloaded the creative cloud and have been wanting to try out photoshop before I buy it.

I am running windows 8.1 and have a toshiba laptop.

In trying to install the program, I get the error: Installation failed Windows updates from microsoft required to install this product are not available on this computer, Please install the required updates and try again. 

When going to the "more information" link https://helpx.adobe.com/creative-cloud/kb/error_on_launch.html?mv=product&mv2=accc .

I am sent to download "Update for Universal C Runtime in windows". 

In downloading one of these x64 or x86 versions I always get a pop up when installing that says, "this program is not applicable on your computer".

Also in my windows updates, I have tried installing 2 of them but they come back to be not installed.

I have tried almost everything now and just want to install the test version of photoshop for now.

If anyone could help me that would be the best thing of my life.
