cannot open download of Photoshop CC

After paying for Photoshop CC and being propmted to download, the message says "up to date" in 2 seconds.  However, I have no icon to launch the Photoshop CC. I am in limbo.

THANKS !!! It worked (I used the first suggestion) to uninstall the CC and

photoshop elements 8, then reinstall.

I am in business again and lovin' it.
