Question

Cannot open my purchased programs, being asked to sign in repeatedly when I am already signed in

I recently had to reset my entire PC, so I have to reload all my programs (not fun)
I used my installation CD's to reinstall my Elements & Premiere 13.0 programs
BUT when i try to open them I am being asked to sign in again (even though I am currently signed in) and then I am sent
on a round-robin of getting codes from my email and insterting them to be told they are invalid. This has happened approx 10 times.
I OWN the programs and they are installed on my PC yet I cannot open them.
NOW i am locked out of even trying to get through.
Can someone help me?

No, I am sorry, Ampm, support for Photoshop Elements 13 ended quite some time ago. The Community forums is the only help that is available for software that old.

I am an Adobe employee, but you will need to implement any solutions offered. If you are encountering problems with agreeing to the terms, you may want to check the settings of any installed security software. Make sure it is not blocking a needed connection to Adobe. Photoshop Elements 13 is pretty old, so newly installed security software may not be preconfigured for software from 2014.

I haven't heard of someone being blocked from agreeing to the terms and conditions. You might also want to verify that the display settings for the monitor are not blocking you from clicking on the agree button itself. ^JW

well... i THOUGHT i had it taken care of. but no.
I have reinstalled from my product page my registered products again and i get to the page where i agree to the terms and have signed in REPEATEDLY and am told that all is well and now i can use my programs, and wha-la... nothing happens. They do not open after i agree to the "terms".
this is SO frustrating.

Restart computer.

From Win10 Desktop or Start Menu, right-click on PS Elements icon and select Run As Administrator.

Failing that, try rebooting in Safe Mode.

To start Win 10 in Safe Mode, access the "Advanced startup" options by holding the Shift key while clicking "Restart" from the power menu.

i was able to install them today by going to my product page and re-downloading them. So my discs. are not enough to allow me to install them.

I would recommend using the versions that are available on https://adobe.ly/47V5JPR, Ampm. Some of our installers did have their security certificates updated, which would not be implemented on any physical copies you have. Please do make a backup of any installation files you do download to make sure you have access to them when you need them. ^JW

Which operating system?

I ask b/c Elements 13 is quite old. It was built for use on Win7 or Win8, neither of which exist anymore.

Elements 2025 will work on these systems:

Microsoft Windows 10 (version 22H2) or Windows 11 (version 23H2), 64-bit versions only.

New Elements 2026 (3 year license) is enhanced with AI features that previous versions didn't have.

Thank you, I will be trying things again today and get back to this thread if needed
My OS is Win 10 and I have been running Elements 13 for many years, no issues what-so-ever.

Ampm, sorry you had to reset your PC. Did you format the computer or attempt a restoration? I am unsure why you are repeatedly asked to sign in but without knowing why you reset the computer, or the process, you used, I couldn't speculate.

You can try running the CC Cleaner Tool from https://adobe.ly/4qCB42i to remove any current installations of Adobe software. Once you have as clean of installation of Windows as possible, you can then download a fresh copy of the installation files for Elements by following the instructions at https://adobe.ly/4qwemIT.
