Cannot reinstall elements 12 after 15 would not install

Win 7 Pro 64-bit SP1

Bought elements 15 as it had support for my camera (Sony RX10 III). Could not get installed, even with help from support.

Uninstalled and tried to reinstall my elements 12. It gets an error "encountered error while installing shared technology", then uninstalls itself.

So now, I have two pieces of useless Adobe software.
