Cannot Run Photoshop - Error 205

Regardless of *how* I try to, whatever guides I follow (both on here and elsewhere) I still get error 205.

 

Yes, I've removed AV and deactived windows defender firewall, yes I tried wired/wireless and yes I tried and alternate internet supply (mobile hotspot). Yes I tried safe mode, yes I did all the things.

 

I will be trying on a different machine this evening but if that doesn't work - I will be seeking refund, and apparently this forum is the ONLY way to contact adobe in a meaningful way.

 

Urgh.

Update: Managed to remote install Ps to my desktop at home - my office laptop still refused to work - my desktop at home has same AV as laptop only difference is hardware.
