Cannot update beyond Photoshop CC (2015) on Win 7 Enterprise, Error 160, Registry fix *does not work*

I cannot seem to update beyond Photoshop CC (2015) on my laptop running Win7 Enterprise.  I get an exit error 160 at 90% (see below).  I tried first to update to CC (2017), then downgraded my expectations and tried to update to (2015.5). Still the same 160 error.  Other CC apps updated without problem.  (I updated Bridge and Audition to 2017 versions). I followed instructions found on many postings regarding deleting the registry key for Photoshop.exe (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\Photoshop.exe). I am admin on my machine, and deleted that registry key without problem.  HOWEVER, unlike other happy users with problem solved, after restarting my machine for good measure and subsequently trying to install update again, installation still stops at 90% with error code 160.  In desperation I reinstalled CC 2015 which thankfully worked fine. Could someone please tell me whether this is a WIN 7 issue and perhaps not solveable??   The procedure of deleting the registry key for Photoshop.exe seems to work for others on later OS's, but not for me.   Have spent hours on this and exhausted myself looking for answers in this forum!  MANY THANKS for any insights!

As you have mentioned that you are using Windows 7 Enterprise edition. Is the Computer OS customized as per company standards?

Is the computer belongs to particular Domain network or Workgroup?

In Domain network , Privileges will be different for different users . Can you try to update via Built-In or Local Administrator user account instead of Domain Admin user account?

In most of cases Domain Admin user account does not have full access on System resources it will be defined like L1 access , L2 access in AD.

I can't thank you enough!  Of course installing through the local admin account worked like a charm.  Never occurred to me, I guess it should have, but I have not had to do that for an install for many years.  Thank you again for the quick reply!
