my c: drive (main drive) only has 12.9MB left

You can customize the drive where your apps install but I suspect you'll need more space on your C drive for shared resources to be installed on C drive

there's 688 GB of free space on my D: drive so my secondary drive and my c: drive (main drive) only has 12.9MB left

As Nancy says, how much of that is free space?

Premier Pro takes a lot of resources. The min-requirements are merely a recommendation.  In truth you need a lot more to support your operating system + Creative Cloud + all the other apps  that you use.

Adobe Premiere Pro System Requirements

Are you running your OS with full admin level privileges?

Are you installing PP on your primary hard drive and not a storage drive?

How much unused disk space do you have on your primary HD?

Any chance of posting a screenshot showing the error message?
