Cant install creative cloud onto desktop even after deactivating my account on one of my two laptops

Ive went through all the pages on deactivating accounts and signing out and in and all over the place but its just not working. creative cloud wants me to pay for another membership even though i have uninstalled  and deactivated my products on one laptop so i should be able to install them onto my laptop. Im already paying for all the apps for 2 and a half years now,the new creative cloud downloaded is only allowing me to try trails and not full products even with the past account deactivated,on my payment plan there is NO assigned computers for me to deactivate for whatever reason and im very unsure how to deal with it.

if your account shows

a. your subscription is active,

1.  sign out and then back in to your cc desktop application using the same adobe id above to verify your subscription:  http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html

2.  if that fails, https://helpx.adobe.com/creative-cloud/kb/cc-reverts-to-trial.html

if your account shows

b. you have no subscription and you're paying for one

1. using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html
